We enter the Fall with two viable cap relief options, one in the House and one in the Senate.
- House- Rep. Cuellar’s Returning Worker Exception Act: This bill exempts H-2B workers who have held a visa in any one of the previous three years from the cap.
- Senate- Graham Manchin bill. The Graham Manchin bill transfers landscaping, seafood processing and equine workers into the uncapped H-2A program.
To build support for these two bills, we are going to have a fly-in on September 28th. We need max participation at this fly-in. We must expand support for these two bills so that when a possible vehicle starts moving, we have the support to get one of these two bills attached.

7:45 AM – 8:30 AM: Overview of the talking points and our asks. Each attendee will receive a packet that includes the meeting schedule, talking points and the leave behinds.
9 AM – 4:30 PM: Congressional meetings
12 PM: Senator Graham fundraiser
